EEX9.2: Performance Issue When Changing Employee Id On Fluid Expense Report (Doc ID 2809976.1)

Symptoms

It is taking more time  than expected when choosing Change Employee from the Fluid Expense Report page. (Self-Service>Expense Report>Create ER without TA) takes 4 minutes for search page to return.

Steps:

1) Go to Employee Self-Service > Expense Report > Create Expense Report
2) Select Change Employee in the Actions.
