E-CA: Running a Custom Change Project in Change Assistant Fails with "Failed to parse Change Package" Error (Doc ID 2810835.1)

Symptoms

When attempting to apply a custom change package the following error occurs in Change Assistant (CA):

The issue can be reproduced at will with the following steps:
1. Create a project in CA
2. Tools > Create change package
3. Tools > Finalize change package
4. Open CA >  choose Create or modify template
5. File > Import template
6. File > Open template
7. Right click > Add New chapter
8. Add task
9. Add step
9.1. On step properties type choose DataMoverUser
10. Save template
11. Navigate to the folder where the package is saved - zip the folder
12. CA > Tools > Change Actions > Apply change package
13. Observe de error
