E-IB: Getting "RESTListeningConnector:returnResponse() Invalid Date parameter for EndDt Passed in value: (158,10421)" Error Passing a Blank Date URI Parameter After PT 8.57+ Upgrade

Symptoms
Site developed, and is using a PeopleSoft Provider REST GET service. After upgrading from PeopleTools (PT) 8.56.21 to PT 8.59.02, the following error is seen in the Integration Broker (IB) errorLog.html if the EndDt URI parameter is missing. Prior to the upgrade, when the EndDT parameter was missing from the URI, a response containing data was returned instead of an error.
Steps to replicate:
1. Create a PeopleSoft Provider REST GET service in which one of the URI parameters is a Date type.
2. Test the REST service in a PT 8.59 environment, and do not provide a value for the Date URI parameter.
3. Observe the error above in the IB errorLog.html
