EPY: No Direct Deposit File Created After Applying Hcm Encryption Patches and Running the New Job DDUSTRNX

Symptoms
The Create Direct Deposit file process SQR DDP001 does not create a direct deposit file after applying Tax Update 21-C and select updates for HCM Encryption.
The issue can be reproduced at will with the following steps:
1. Apply Tax Update 21-C and the following HCM Encryption Framework Patches:
- HCM Encryption Framework: 31641801
- HCM Encryption Framework (Classic Plus): 32551250 (Optional)
- HR Installation Table: 32551275
- Foundation Records and Fields: 32734487
- Source Bank Table: 32734842 32734872
- Use Off-Cycle Direct Deposit feature: 32739244, 32735002
2. After pay was run, Created Direct Deposit File (Payroll for North America > Payroll Processing USA > Create Direct Deposits > Create Direct Deposit File)
- Ran the Job DDUSTRNX as is the new process, so PY_DDPMSK was initiated
3. No File was created.
