EPY: After Tax Update 21-C Online Check Printing Does Not Work As Expected (Doc ID 2811393.1)

Symptoms

When trying to print checks via Online check process, checks are not printing or the Paygroup is missing and Earnings values are not as expected, but also Source Bank is not in the MICR line.
Please note that this happens when not going to create the XMLP PDF paycheck, instead printing directly and only PAY003 is run, not the Job 

Also, When the Online Cheques (or Checks) are created with the 'BI Publisher to create PDF Pay Cheques' (or 'BI Publisher to create PDF Pay Checks')  selected, The PDF Pay Cheque/Check is getting created but on the MICR line, Source Bank account numbers are not getting printed.

The issue can be reproduced at will with the following steps:
1. Apply Tax Update 21-C
2. Navigate to Payroll for North America > Payroll Processing USA > Create Online Checks > Create Online Check
3. Create a paycheck, calculate, and confirm
4. When attempting to print, do not choose to use PDF paychecks
5. The process is missing the Paygroup description and Source Bank value is missing in the MICR Line
  

OR 
1. Apply Tax Update 21-C
2. Navigate to Payroll for North America > Payroll Processing CAN > Produce Cheques > Create PDF Paycheques for Canada.
    - OR Payroll for North America > Payroll Processing USA > Create Online Checks > Create Online Check for USA

3. Create a paycheck, calculate, and confirm
4. When attempting to print, choose to use PDF paychecks
5. The source bank value does not appear in the MICR Line

Changes

 Tax Update 21-C was applied with other required HCM Encryption Framework patches from PUM Image 39.
