Receive an error loading the fluid requisition page if the project costing module is disabled

The issue can be reproduced at will with the following steps:
1. Navigate : Setup Financials/Supply Chain > Install > Installation Options > Products
   Uninstall the following products
   Grants
   Program Management
   Project Costing
   Resource Management
   Services Procurement
   Proposal Management
   Maintenance Management
2. Navigate : Setup Financials/Supply Chain > Common Definitions > Design Chartfields > Configure > Define CF Standard Costing
   Inactivate the following Fields :
   ACTIVITY_ID
   BUSINESS_UNIT_PC
   RESOURCE_CATEGORY
   RESOURCE_SUB_CAT
   RESOURCE_TYPE
   CHARTFIELD2
   CHARTFIELD3
3. Navigate : eProcurement > Administer Procurement > Maintain System Users and Roles > Assign Role Actions To Roles
Enable LAND_ON_REQ_SETTINGS_PG Role action
4. Navigate : PeopleTools > Security > User Profiles > User Profiles
Add ePro Requester Role to VP1
5. Navigate : eProcurement Tile > Create Requisition
