"New" Coverage On Benefit Enrollment Plan Type Tiles Shows Existing Coverage, Not Coverage To Be Assigned upon Default (Doc ID 2812658.1)

When Open Enrollment is to be an active enrollment with no current coverage simply carrying over without affirmative re-election by employee, the Default Method on the Event Rules was set to "Default to option and coverage." However, when the employee accesses the Benefits Enrollment page, the tiles all show the existing coverage as the "New" coverage instead of the default of Waive.

Steps to reproduce the issue:

     1. Employee navigates to Employee Self Service homepage > Open Enrollment tile > Benefits Enrollment step.
     2. Review tiles for individual Plan Types.
