Symptoms
After recently doing an upgrade, users started to process payroll running Paysheet Creation and Preliminary Calc processes then realized they had forgotten to refresh and recompile the COBOL programs. Since time had already been loaded for week 1 of the biweekly period before the refreshing and recompiling the COBOL, this caused the TL Load Process to error for the first week with message:

TL Load Process (PSPLDTL1) Rejected by Payroll with reason code PNP
Steps to Recreate:
The issue can be reproduced at will with the following steps:
1. Tax Update 21 C should be implemented without refreshing COBOL programs.
2. Run Preliminary Calc and Paysheet creation process for the pay period.
3. Refresh the COBOL programs and recompile.
4. Run the Time Load process. Note above message is triggered.
Changes
COBOL changes made in the environment after payroll processes had already been initiated.
