Receipt Accrual Process Completes To Success But Does Not Create Any Entries (Doc ID 2814315.1)

Symptoms

Receipt Accrual process completes to success but does not create any entries for the JGEN process to process.

The issue can be reproduced at will with the following steps:

1. Create Receipt. Navigation: Purchasing > Receipt > Add/Update Receipts 
2. Run PO_RECVACCR. Navigation: Purchasing > Receipt > Accrue Receipts
3. Go to Receipt Acctg Accrual Entries page. No entries generated. Navigation: Purchasing > Receipt > Review Receipt Information > Receipt Acctg Accrual Entries
