Inventory Unit can be Edited on Fluid Requisition but Not on Classic Requisition.

In Classic Requisition, Inventory Unit is non-editable for description only items. But in Fluid Requisition, Inventory Unit is editable and shows multiple non-unique inventory unit prompt values.
The issue can be reproduced at will with the following steps:
1. Create a Special request requisition in eprocurement(eProcurement-->Requisition)
2. Go to distribution line details and notice that IN Unit field is greyed out
3. Create a Special Request Requisition in Fluid .
4. Go to Distribution line details page and notice that IN Unit is editable and displays non-unique inventory unit prompt values.
