E-CLOUD: Backup Never Finishes When Initiated Through Peoplesoft Cloud Manager (Doc ID 2814809.1)

Symptoms

In the Peoplesoft Cloud Manager Environment tile, when clicking on the drop down and perform a backup, the backup is initiated and executed in the OCI console and it completes in the OCI Console, but on the Environment Backup screen, the Backup Status remains in In-Progress.

The issue can be reproduced at will with the following steps:
1. Initiate the backup in the OCI console
2. Verify that the backup is completed in the OCI console
3. Verify the status of the backup in the Cloud Manager environment tiles
