Receiving the message "no ci" when canceling the requisition line on Manage Requisitions Page

The issue can be reproduced at will with the following steps:
1. Navigation: Eprocurement > Manage Requisitions
2. Search the Requisition
3. Click the red ‘X’ icon
4. Click OK for the message [Are you sure you want to cancel xxxxxx requisition line 1? (18036,2296)
Issue : Receive the error
