When a Manager tries to approve a transaction for a job change or salary change by clicking on the email notification link the following error occurs: 

 ERROR MESSAGE:

Decimal division by zero occurred. (180,109) HR_MSS_CT_EE.Activate PCPC:13918 Statement:277
An error has occurred that has stopped this transaction from continuing


STEPS:
----------------------
The issue can be reproduced at will with the following steps:
1. Choose a Manager with Direct Reports
2. Using same user promote an Employee with Change Job information and Salary Information buttons are set to Yes
3. Submit transaction and review Approval chain.
4. Open approval email received by the manager.
5. Click provided link to approve the transaction.
6. Error occurs
