Performance Issue with EOEN Alerts App Engine Process (Doc ID 2815628.1)

Symptoms

The process EOEN_ALERT gets stuck in processing after some emails are generated.

Steps to replicate the issue: 

1. Run the process EOEN_ALERT application engine.

    Enterprise Components > Events & notifications > Alerts > Run Alerts

2. Notice the process takes a long time to process.
