Symptoms

The Electronic Signature Polling process (CS_ECHO_POLL) adds row to the Record PV_ATT_DB_SRV for each run.

The issue can be reproduced at will with the following steps:
1. Navigate : Supplier Contracts > Supplier Contracts Setup > Configure OAuth
2. Navigate : PeopleTools > Integration Broker > Integration Setup > Services
   Activate service operations of ADOBESIGN REST
3. Navigate : Setup Financials/Supply Chain > Common Definitions > File Attachments > Administer File Attachments
   Pick Active Server : DB Server
4. Navigate : Supplier Contracts > Create Contracts and Documents > Contract Entry
   Create contract document
   Enter Supplier ID
   Enter Item Details
   Save
   Click Add a Document
   Select Document Type and Enter Description
   Click Import Document
   Upload the file
   Click Bypass Approvals
   Click Prepare and Route for e-Signature
   Enter the details and click Send
5. Run the query
   Select * from PS_PV_ATT_DB_SRV order by lastupddttm desc;
   Set of data inserted for the contract document
6. Navigate : Supplier Contracts > Create Contracts and Documents > Electronic Signature Polling
   Enter Contract ID
   Run CS_ECHOPOLL process
7. select * from PS_PV_ATT_DB_SRV order by lastupddttm desc;
   Set of data inserted for the contract document
8. Run the process CS_ECHOPOLL again
   select * from PS_PV_ATT_DB_SRV order by lastupddttm desc;
   Another set of data inserted for the contract document.
Issue : The process will insert data into the PS_PV_ATT_DB_SRV Record each time it runs.
