EPY: Able to Change the Special Withholding Tax Status Even When Lock-In Letter is Received for an Employee (Doc ID 2816517.1)

Symptoms

In HCM 9.1, if an employee has a lock in letter received and their FWT_FORM_VERSION = 'A' (2019 or earlier), they cannot change the SPECIAL_FWT_STATUS.  If an employee has a lock in letter received and their FWT_FORM_VERSION = 'B' (2020 or later), they are able to change their SPECIAL_FWT_STATUS.

In HCM 9.2, if an employee has a lock in letter received, they cannot change their SPECIAL_FWT_STATUS whether FWT_FORM_VERSION = 'A' or 'B'.  The functionality should be the same for both HCM 9.1 and HCM 9.2.
