E-CLOUD: Provisioning MT Step Fails During PeopleTools Upgrade on IH/Portal (Doc ID 2816799.1)

Symptoms

PeopleTools Upgrade for Interaction Hub (IH) or Portal in Cloud Manager (CM) fails during the MT (middle tier) provisioning step.

NOTE: This has been seen as affecting IH or Portal PT Upgrade only. Other application suites (FSCM, HCM, CS) can have PeopleTools upgraded successfully in Cloud Manager.


The following error messages show on the remote_out.log of the environment being upgraded:

The issue can be reproduced at will with the following steps:
1. Import the IH environment by logging into CM > Environment tile > Import Environment button.
2. Once the environment is up, perform the PeopleTools Upgrade by viewing the environment details and using the Upgrade PeopleTools wizard.
3. Monitor the job status.
