Contributions from the Preceding Year Show as Current Year-to-Date Contributions on a Self Service Flexible Spending Account (FSA) Election Page

Symptoms
An employee was enrolled in a Flexible Spending Account (FSA) in prior year and had deductions taken. For the current year the employee waived participation in the FSA plan. In Fluid Self Service Open Enrollment for the upcoming year, the employee is seeing that they have year-to-date deductions of the amount of the prior year. This causes the employee to be unable to save their new election (if trying to elect less) or to see the wrong per pay period amount (if trying to elect the same or more).
Steps to reproduce the issue:
1. Employee navigates to Employee Self Service homepage > Open Enrollment tile > Benefits Enrollment step.
2. Selects a Flexible Spending Account tile.
3. Select a plan.
4. Enter an annual pledge.
5. Either see a message that the pledge cannot be less than year-to-date contributions or an incorrect per pay period amount is calculated.
