Other Actions in Manage Application navigation menu uses ARIA menu roles, which are only intended for desktop-style application menus. Improper use of these roles often prevents screen reader users from accessing the menu so remove the ARIA menu roles from this menu, including role="menu", role="menuitem", and role="menubar".

Steps to recreate the issue:
1. Login with Screen Reader Mode Enabled
2. Select the “Recruiting” homepage dropdown
3. Select the “Recruiting Activities” tile
4. Select the “Search Applications” and Search for an Applicant
5. Select an Applicant
6. Select the icon for “Manage Application”
7. Select “Other Actions”
