ELM 9.2: My Learning Mandatory Link Not Enabled in Accessibility Mode

Symptoms
The mandatory link on the tile is not able in the Accessibility Mode.
User is unable to click on the link for mandatory courses for the Learner in Employee Self Service.
The issue can be reproduced with the following steps:
1. Log in as a Learner with assigned Mandatory Learning in Accessibility Mode
2. Employee Self Service (Dashboard) > Learning (Tile) > My Learning (Tile)
3. Notice that the Mandatory Learning Link is available but the learner is not able to launch the link
