E-DMW: Trying To Load File Through Data Migration Workbench File Not Found (Doc ID 2823537.1)

Symptoms

On the Data Migration Workbench, when trying to load an Application Data Set (ADS) project from file, the ADS project does not exist even though it was copied to the project repository file location.

The issue can be reproduced at will with the following steps:
1. Used Data Migration to copy the tile into ADS file location.
2. Move the files that contains the project from the dev server to the same location on Test server.
3. Checked on page Manage File Locations to make sure was pointing to correct directory on the test server.
