"You must enter both country and treaty id for non-resident aliens (1500, 73)" Error While Processing Rehires on Job Data (Doc ID 2824497.1)

Symptoms

When attempting to update Job data, under Rehire status, Employees that are NOT non-resident aliens are getting non-resident alien error.

The issue can be reproduced at will with the following steps:
1) Change the Education and Government= "Y"   (PUBLIC_SECTOR) in the Installation Table page.
2) For a Non-resident Alien, add a row, update effective date, action and reason code as REHIRE, and add position number.
3) Move to the compensation tab to enter the salary.
4) Enter the compensation, and click the ‘Calculate Compensation’ button and Click Save.
5) Without leaving Job Data, click on the Employment Data link to access the Time Reporter Data link.
6) On the Time Reporter Data Link, enter Elapsed Time Template, Workgroup, Taskgroup. Click OK, and Click Save again.

Note: The error occurs even while using the CI_JOB_DATA_EMP Component Interface, or any forms that use this data for processing.
