Symptoms
While running the FPS Reconciliation report, this reports the Period to Date incorrect when the pay period end date is in the previous year and the payment date is in the current year.
Steps to reproduce the issue:
1. Navigate to: Global Payroll & Absence Mgmt >Taxes > RTI Reconciliation GBR
2. Run the Run FPS Reconciliation Report 'GPGB_RTI_REC_RUN'
