E-DPK: When Installing a DPK PT the Error Message "LookupError: unknown encoding: cp437" is Experienced (Doc ID 2824865.1)

Symptoms

When attempting to install DPK PT 8.57.23 onto an Oracle Linux server, was not able to run the psft-dpk-setup.sh command, as all of the files were not executable(s).  
Issued chmod -R +x /app/dpk/setup/ to allow the ./psft-dpk-setup.sh --env_type midtier command to run, The psft-dpk-setup.log shows the following:

Error in sitecustomize; set PYTHONVERBOSE for traceback:
