E-COB: Cobol License Manager Fails to Start With Error "Failure to create ServerSocket" (Doc ID 2824959.1)

Symptoms

When attempting to start MicroFocus Cobol license manager daemon using startrdodaemon script, the following error is seen in the terminal/command line window: 

 

Steps to replicate:

1. Log in as root in a terminal/command line window.

2. Run startrdodaemon script.

3. Observe the error above in the terminal/command line window.
