CLASS_PRMSN_SEQ Always = 1 For Closed Sections

Symptoms
CLASS_PRMSN.CLASS_PRMSN_SEQ is always assigned as “1” when generating permission numbers for closed sections.
The issue can be reproduced at will with the following steps:
1. Find a course that is closed/cancelled
2. Records and Enrollment > Term Processing > Class Permissions > Class Permissions
3. Generate permissions for closed/cancelled class from step 1
4. The newly created permission numbers all have the same sequence value of 1 both through the PIA and in the database.
