Symptoms
After upgrading to PeopleTools (PT) 8.59.03, the following errors are seen in the Integration Broker (IB) errorLog.html when messages are sent to a third party (e.g. SAIP for "Bulk Data Exchange").

2. Send the outbound request.
3. Open the IB errorLog.html, and observe the errors above.
