Symptoms

On : 12 version, PeopleSoft Cloud Manager

When attempting to refresh environment from a DBaaS backup, environment in failed state at Performing db tier refresh puppet configuration activity


The issue can be replicated as below

---------------------- 

1. Clone a DBaaS environment , e.g. create envB from envA

2. Refresh envB from latest back from the envA

3. It fails with error on PRE_DB_REFRESH_instance_1
