Symptoms

Receive an error "Data being added conflicts with existing data. (18,2)" when adding additional punchout items to the requisition if ShipTo Comments is available


The issue can be reproduced at will with the following steps:
1. Navigate : Setup Financials/Supply Chain > Product Related > Procurement Options > Purchasing > Ship To Locations > US001
     Enter Comments
2. Navigate : eProcurement > Create Requisition for US001
     Select a Web Suppler
     Add an item
     Say Ok for this message [Default comment added for Ship To Code US001. Verify on Ship to comments page. (10100,142)]
     Click Add More Items
     Add item from web supplier again
     Click Ok
     Click Save and Submit
Issue : Receive an error
