ELA: Payments Are Not Returned by the “Processing Payments” Search If the ‘Modified By’ User Profile Was Deleted.

Symptoms
Payments are not returned by the "Processing Payments" search if the 'Modified By' (PS_RE_LS_TXN.FMS_LASTUPDOPRID) User Profile was deleted.
The issue can be reproduced at will with the following steps:
1. Login with a user that has access to Lease Administration
2. Create or process an existing Lease Payment
Navigation: Lease Administration > Integrations > Manage Transaction Generator or Manage Interface to AP/BI
3. Review the Payments
Navigation: Lease Administration > Payables Leases > Process Payable Lease Pymts
4. Login with a different user that has "Delete User Profiles" privileges and also has access to Lease Administration
5. Delete the user that created/updated the payments (The user shown under 'Modified By')
Navigation: PeopleTools > Security > User Profiles > Delete User Profiles
6. Review the Payments
Navigation: Lease Administration > Payables Leases > Process Payable Lease Pymts
