Symptoms

Unable To Cancel Requisition and Release Pre-Encumbrance.
Unable to cancel requisitions that are stuck in the "PO Create in process" status and can't release the pre-encumbrance

The issue can be reproduced at will with the following steps:

1. Navigate to : Purchasing > Purchase Order > Stage/Source Requests > Sourcing Workbench, Notice that there are some requisitions stuck in "PO Create in Process"
2. Try to change the sourcing status to reset and purge but it is not editable.
