Symptoms
Requester receieve an error when attempting to save a requistion that was created via PunchOut and Catalog Security is enabled.
The issue can be reproduced at will with the following steps:
1. Navigate to Create Requisition ( eProcurement-->Create Requisition)
2. Click on web supplier link
3. Add an Item and CheckOut
4. Back in PS click on Save
5. Get an error
