Populate from Travel Authorization” button causes a TA to fail on Save if the TA being edited was previously saved and a line deleted in that save.

The issue can be replicated by following the below steps:
1. Create and save a Travel Authorization (TA).
2. Delete the first line from the Travel Authorization (TA).
3. Save the Travel Authorization (TA).
4. Navigate to Home and back to Travel Authorizations (or log out and log back in again)
5. Open up Travel Authorization (TA)
6. Select “Populate from Travel Authorization”
7. Select desired TA to merge into current Travel Authorization (TA)
8. Select SAVE button
9. Receive fatal error “Data being added conflicts with existing data.”

The expected Result is to successfully save the Travel Authorization and not to encounter the data being added when performing the above steps.

Note that no error was received if the original TA did NOT delete a line OR if the TA was NOT saved (ID is still “NEXT”).
