Students Not Blocked From Multiple Enrollments of Same Cross-listed Course ID in Same Term in Some Cases.

Symptoms
Even though a cross-listed course ID is set to not allow multiple enrollment in a term, a student can register for 2 sections (different subjects) of the same cross-listed course ID in the same term. A warning is given, but enrollment is not blocked for cross-listed courses. BUG 25853100 was supposed to fix all the issues with cross-listed course IDs but it still happens in this case.
Steps to replicate the issue:
- Using Enrollment Request component enroll a student in Class A. Navigation:Records and Enrollment > Enroll Students > Enrollment Request > Enrollment Request.
- Try to enroll the student in different section of the same class, Class B. Got the error as expected.
- On the same enrollment request, add another row with a swap action swapping class A for class C, a class with a time conflict with an existing enrollment. The enrollment request went to error due to time conflict.
- As a result, Enrollment Summary shows that the student is enrolled in both sections of the same class, A and B. Navigation: Records and Enrollment > Enrollment Summaries > Enrollment Summary > Enrollment Summary.
