Symptoms
Some bug fixes are incorrectly getting excluded when creating Change Package for a Target env., say on Image# 5 with lower PeopleTools version like 8.56 or 8.57.
Steps:
1) Create a change package using PUM 40 or 41.
2) Review the change package.
- Bug fixes like 18611140, 22014208 and 20899536 are not included in change package.
