EAR 9.2: Error-"Code value cannot be used more than once. Field MESSAGE_CD (12130,6)" while Performing Customer Setup

Symptoms
Below Error message received when trying to use same message code with new Sequence number, Start Date and End Date.
The issue can be reproduced at will with the following steps:
1. Go to Set Up Financials/Supply Chain-->Product Related-->Receivables-->Options-->AR Setup Messages and create a new active message(DNS) with hold action.Save
2. Go to Customers-->Customer Information-->Create Customer Information--> 0120-Messages,Add first sequence with message code DNS for Start Date 03/22/2012 and End Date 07/28/2020.
3. Add 2nd sequence with message code ENG for Start Date 07/29/2020 and End Date 07/27/2021.Save .
4. Add 3rd sequence for Start Date 07/28/2021 and End Date 12/31/20991 with message code DNS.Error shows up
