Submitters and employees can approve their own time sheet in Fluid mode (this does not work in Classic).
The expected result is that the employee or delegate that submits a report should not be allowed to approve the report, while the actual result is that fluid reassigned approval work can be assigned to an employee that owns the report or the person that enters the report on behalf of the employee.

Issue can be replicated by following the below steps:
Verify there is a Project that can be used on a Time Report. If not, one will need to create a new Project Definition and Activity. No Enforcement rules.
Set up an employee as an authorized user for any employee.
Ensure the authorized user is not an Approver.
(EXS1 is the employee. VP1 is an authorized user to enter report on behalf of EXS1, MGR1 is the Approver)
Set up a single level of approval (e.g. HR Supervisor MGR1)

1) VP1 creates a Time Report on behalf of the employee EXS1
2) Submit the report
3) As Approver (MGR1) of the report Reassign the approval work to the employee that owns the expense report EXS1
(Travel and Expenses>Manage Expenses Security>Reassign Approval Work)
4) Log in as the employee (EXS1)

Can approve the report.

Second scenario - Replication steps as the proxy that enters report on behalf of an employee:

1) VP1 creates Time Report on behalf of an employee EXS1.
2) Submit the Report.
3) Approver (MGR1) logs in and reassigns the time report to the person that created the time report (VP1).
4) Log in as VP1 and the report can be approved.
