ERS9.2: Express Search List is Empty when Searching for a Competency as "REQUIRED", while is Populated when Used Competency as “DESIRED”

Symptoms
Express search list is empty when searching for a competency as REQUIRED and held by several members (which show up on the “DESIRED” list).
Steps
1. Go to Resource Qualifications tab - Populate Keyword field as "Scrum", Scrum Primary is found listed as Competency
Navigation: Resource Management > Maintain Resource Profiles > Profiles
2. Search using "Desired" populated at Importance field under Currently Selected Qualifications page which also shows:
Type as Competency, Resource Pool selected, Pool ID populated as '9, Qualifications field selected as "5- Much More Important"
Navigation: Resource Management > Express Search.
3. List results out of which first on the list is "ABC":
4. Do another similar search, only that this time "Required" is selected instead of "Desired": no results returned.
