EBI 9.2: Cannot Process Billing Interface Process By Business Unit

Symptoms
When interface programs in billing are ran by business unit, it fails.
The issue can be reproduced at will with the following steps:
1. Go to BIIF001 run control page and ensure that run by Business Unit is selected.
2. Run the BIIF001 process
