Goal

The population of a row on the Packaging Variables table, STDNT_PKG_VAR, must be completed either via manual entry for an individual student, or in batch using the Population Update process. One of these processes must be done in each aid year, and for every student who needs the table populated in order to be packaged or for any other business purposes.

While specific business needs and practices will obviously vary across institutions, automatically populating the table - rather than having to perform extra steps to complete the task - would likely provide benefits to most institutions, with no foreseeable drawbacks. The logical point at which the row would be added would be aid year activation (manual or batch).

Should aid year activation be creating the new rows on STDNT_PKG_VAR when students are processed? If that's not happening currently, would the functionality gap be considered a bug?
