Symptoms
When starting an Integration Broker (IB) messaging server's Application Server, the following error is seen in the application server log file, and in the psadmin command prompt window.

The issue can be reproduced at will with the following steps:
1. Create an Application Server domain with Pub/Sub using psadmin.
2. Start the Application Server domain.
3. Observe the error above in the Application Server log.
