E-CLOUD: PeopleTools 8.59 Download Channel is not Showing Up in the Repository List to Subscribe on Cloud Manager 11

Symptoms
The PeopleTools 8.59 download channel is not available in the Cloud Manager (CM) repository list to subscribe to on CM 11.
This is needed in order to upgrade to CM 13.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Cloud Manager 11.
2. Click on Repository tile.
3. Go to Download Subscriptions page and look for PT 8.59 channel in the Unsubscribed channel list.
