Importing item types using the Component Interface SSF_ITEM_TYPE_PANEL from an excel spreadsheet fails with the following error:

The issue can be reproduced at will with the following steps:

Create an Excel spreadsheet of the data to be imported by SSF_ITEM_TYPE_PANEL Component Interface;
Design and Create the custom process to import the data through Excel as per PeopleTools PeopleBooks at Integration Tools, Component Interfaces Using the Excel-to Component Interface;
Run the custom developed process to import the spreadsheet of Item Types from Step 1;
Note the error during the import process.
