E-508: Screen Readers Do Not Read the Criteria and Operand in the Query Viewer and Query Manager Search Pages (Doc ID 2834531.1)

Symptoms

In Query Viewer and Query Manager, when the search page opens, screen readers do not read the criteria and operand. That makes it difficult for accessibility users to understand what needs to be done.
When the Search Page opens, focus is given straight to the Query Name value. The Search By and the operand (e.g.: begins with) are not read. The operand is never read, even if the user tabs back to the Search By field.

The issue can be reproduced at will with the following steps:
1. Navigate to Reporting Tools > Query > Query Manager or Query Viewer.
2. Focus is given straight to the Query Name value. The Search By and the operand (e.g.: begins with) are not read.
    The operand is never read, even if the user tabs back to the Search By field.
