Symptoms
For Employees with Primary Work State is Oregon but their Resident State is NC, GA, ID, AZ & CO, the Local Tax OR0001 is tracking Taxable Wages but is not withholding any tax.
Steps to Reproduce the issue:
1. Employee Tax Data:
State:
State NC – Resident
State OR - Work - (Do not Withholding Transit Tax and UI Jurisdiction)
Special Withholding Tax Status: No taxable gross; no tax taken.
Local:OR0001
Locality P0746
Other Work Locality OR0001
2 - Employee Tax Distribution
OR P0746 100%
3 - Calculate Payroll
