GP ESP: AFI Event Shouldn't be Automatically Deleted if it Has Been Sent to Social Security (Doc ID 2836227.1)

Symptoms

The system is allowing the deletion of AFI event that has been sent to Social Security.
The problem is that if this information is eliminated, the history of the information generated cannot be traced and user cannot find the information that has been sent to Social Security.
The system shouldn't allow the deletion of an AFI event that has been sent to Social Security.

Steps to replicate the issue:
1. Navigate to Workforce Administration > Job Personal Information > Contract Data > Update Contract Data ESP > AFI Events
2. Check that the movements MA and MB are registered on the page Update Contract ESP, on AFI Events.
3. Proceed to delete on Job Data Termination row.
    Workforce Administration > Job Personal Information > Job Data
4. Go back to Update Contract ESP page, notice that the MB movement has been deleted.
