When attempting to PC_PRICING Application Engine Process, the following error occurs.

Replication Steps:

Create a Contract and associate a rate-based contract line.
For the contract line, associate Project/activity using the Contract Terms page. Make sure that the rate set is inactive on the contract terms page.
Create an expense transaction using Add Transactions Page. For example analysis type of 'ACT'. No BIL rows are generated as the rate sets are inactive.
Activate the rate set on the contract terms page.
Run PC_PRICING. Navigation: Project Costing > Utilities > Pricing. Make sure the Contract business unit or Contract number or Sold to customer fields are populated on the page, The Date option is chosen with either transaction or accounting date. These 2 items being populated are required to reproduce the error.
See that the process fails with the above error.
