E-FLUID: Time fields Formatting Does Not Respect the Default Format or the Format in User Preference (Doc ID 2846217.1)

Symptoms

Time fields formatting does not respect the Default format or the format in User Preference.


The issue can be reproduced at will with the following steps:
[Using an HCM 9.2 PUM Image# 39 on PT 8.59.06 for the replication. Page field HS_SS_INCDT_DAT.INCIDENT_TIME has been customized with Fluid Input Property - Input Type=time].

1. Login to the system with the user PS.
2. Navigate to PeopleTools > Personalization > Define System Personalizations. Open Option Category Level PPTL (PeopleTools).
3. Locate Time Format and set the default to 24 hour clock. Save.
4. Navigate to PeopleTools > Personalization > Personalization Local Defaults.
5. Sort the Locale Defaults grid by Locale Code.
6. Find the Locale Code en-us.
7. Set, for User Option Time Format, Locale Code en-us, the Override Value of M (M = 24 hour clock). Save.
8. From the Fluid Homepage, go to My Preferences.
9. Expand the Regional Settings group and set Time Format to 24 hour clock. Save.
    Note: If the Time Format was already set to 24 hour clock, inspect the table PSUSERPRSNLOPTN for useroptn = 'TFRMT' and make sure that there is no row for such option, or that the USER_OPTION_VALUE column is set to M.
             SELECT * from PSUSERPRSNLOPTN where useroptn = 'TFRMT';

10. Stop web server(s) and application server(s).
11. Clear web server(s) cache files.
12. Clear application server(s) cache files.
13. Restart web server(s) and application server(s).
14. Clear browser cache files.
15. Login to the system with the user PS (PS/PS).
16. From the Homepage, select the Employee Self Service Homepage.
17. Click on the Health and Safety tile.
18. Either report a new incident, or open (Edit/View) an existing one.
19. In the Report Incident page Note that the Time field and respective Prompt ("time picker") are still displayed in 12 hour clock format.
