Goal

On the Set Up SACR, Product Related, Recruiting and Admissions, Applications, Fluid Applicant SS Setup,  Display Options tab,  there is a check box for Manual Activation, for an administrative user to Manually Activate the display of the decisions to applicants in FLUID Self Service. 

Where or how does the administrative user perform the Manual Activation step? The Campus Self Service, Setting Up Recruiting and Admissions Self Service, Configuring Self Service Display for Applicants chapter of Campus Solutions Peoplebooks is not completely clear on this matter.
