EPY: Component Is Not Locked for Given Time Period When Disable During Payroll Run = “Calculation & Confirmation” and Access Options = “Disable Temporarily”

Symptoms
Payroll Components are only being locked down during the run of the pay calculation and confirmation, it is not using the scheduled time provided in the Group Access Definition.
This happens while trying to configure Component Lockdown for the first time.
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Setup Payroll Component Lockdown
a. Enable Job Data Component for Lockdown - Navigate to: Set Up HCM > Product Related > Payroll for North America > Component Lockdown > Component Lockdown Table
b. Create Component Group - Navigate to: Set Up HCM > Product Related > Payroll for North America > Component Lockdown > Component Group.
c. Create Group Access definition Navigate to: Set Up HCM > Product Related > Payroll for North America > Component Lockdown > Group Access Definition
- Choose *Disable During Payroll Run ="Calculation & Confirmation"
- Choose Access Options = "Disable Temporarily"
- Enter a Schedule Start Date, Start Time and End Date, End Time
- Save
2. Begin Payroll Processing
a. Create Paysheets - Navigation: Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Create Paysheets
b. Calculate Payroll - Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Calculate Payroll
c. Confirm Payroll - Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Confirm Payroll
3. Notice that the lockdown only occurs while the payroll Calculation and confirmation are actually running, not all the time.
